Half of mental

.....
Half
(55%) of NHS mental health trusts now have foundation status, according
to Monitor, the regulator of NHS foundation trusts.
Foundation
trusts have more managerial and financial freedom than other NHS
trusts. The government hopes foundation trusts will devolve decision-making
from a centralised NHS to local communities.
But
critics fear foundation trusts will create a two-tier healthcare
system.
The
first wave of mental health NHS foundation trusts was authorised
in May 2006.
